The Iowa Department of Natural Resources (IDNR) had issued a new National Pollutant Discharge Elimination System (NPDES) permit to the City of Madrid requiring compliance with new discharge limits. The City of Madrid's current wastewater treatment facility was not capable of meeting these new discharge limits and was mandated to build a new wastewater treatment facility to become compliant.
The City of Madrid was awarded a Water/Sewer Community Development Block Grant to help pay for a portion of the new wastewater treatment facility and the rest is financed through the State Revolving Loan Fund (SRF). In order to service the debt incurred by the State Revolving Loan Fund for the new wastewater treatment facility, the City of Madrid is required to increase the sewer utility rates.
Ordinance No. 503 was passed and the new sewer rent will be charged at a minimum monthly bill of $22.50 for the first 1,000 gallons of metered water use. Rate for sewer service over 1,000 gallons shall be the minimum monthly bill plus $7.50 for every 1,000 gallons of metered water use over 1,000 gallons.
The new wastewater treatment facility is anticipated to be completed by June 30, 2022. This facility is a requirement of the IDNR and will cost approximately $7 million.
