The Iowa Transportation Commission has approved the Fiscal Year 2026-2030 Iowa Transportation Improvement Program. This program outlines investments in the state's multimodal transportation system, which includes aviation, public transit, railroads, trails, and highways. Developed and approved annually by the Commission, the program details specific highway and bridge projects expected to be constructed over the next five years on state highways. Local jurisdictions manage their own road construction projects.
The highway and bridge projects in this program are funded with approximately $4.3 billion from state and federal sources over five years. These projects align with the State Long-Range Transportation Plan's goals and objectives after a thorough evaluation of safety, traffic, congestion, condition, and other data.
A significant portion of the funding—around $3.8 billion—is allocated to improving existing state highways and bridges. Over 19 years, investments have reduced poor-condition bridges from 256 in 2006 to 26 in 2025. The current program includes nearly $1.6 billion for additional bridge investments.
The interstate system is crucial for connecting transportation systems within Iowa and facilitating freight movement. The program invests in capacity additions, major river crossing replacements, and interchange modernizations to enhance safety and accommodate future traffic demands.
Key projects include:
- I-80 Middle Road interchange reconstruction in Bettendorf
- I-35 improvement from north of 36th Street in Ankeny to north of 315th St in Polk and Story Counties
- I-80 bridge replacement over the Mississippi River in Scott County
- I-80 improvement from west of Grand Prairie Parkway to east of Jordan Creek Parkway in Dallas County
- I-35/I-80/I-235 Southwest Mixmaster modernization in Polk County
- I-380 improvements from Swan Lake Road to U.S. 30 (including Wright Brothers interchange reconstruction)
Safety and operational needs are addressed through various projects such as:
- Resiliency improvements on Iowa 21 near Belle Plaine
- U.S. 30 Missouri Valley bypass construction
- U.S. 63 Oskaloosa bypass construction
